Lightbulbs? (something to do with saving our environment)?

I live in an apartment and well, the apartment managers won't allow us to use the clothesline to dry our clothes in the sunny days. Isn't that just kinda weird?? I also have a question about the light bulb. How does the curly one save more energy then the other ones?
