How to deal with a persistent guy after I played the tease?

One year ago when I was drunk I met this guy at a frat party (also drunk) who offered his bed because it wasn't safe for me to walk home, implying that he would not be in the bed but you know how it is... he asked to make out and I said no because I didn't want anything more and he said it would just be making out so I said ok. Then he didn't want to stop there but I kept pushing him away and left. He stalkerishly got my number from someone else and has texted me for a YEAR, despite me not responding and him going through three girlfriends in this time. I am a 19 year old virgin (by choice lol) and the fact he sees me as something on the side would be insulting except for the fact he so dumb it would be more upsetting if romantic sentiment were present- I would a bit generously place his I.Q. around 90- and while beyond the dimness there is a certain affable nature, his unrealized desire for infidelity and his objectification of me betray a moral bankruptcy that prevents him from having any degree of likability for me. His messages to me grew increasingly lewd until curiosity and a disappointing lack of maturity led me to start toying with him, promising we could do whatever he wanted and such, but after a long time of not me not following through it's not even funny anymore and he doesn't understand that his texting bothers me because I pretended it didn't- what is the most mature way to say "I said we could have but you actually repulse me"?
